
INVITATION TO EXPRESS INTEREST FOR THE LONG-TERM LEASE OF THE LISTED BUILDING OF THE “NIKOLAOS D. CHRYSOVERGIS” BEQUEST, MANAGED BY IKY, AGAINST RECONSTRUCTION AND RESTORATION
The Administrative Board of the State Scholarships Foundation (IKY),
taking into consideration:
The document under ref. no. 166268 ΕΞ 2023/10-11-2023 of the General Directorate of Public Property & Public Welfare Property/ Directorate of Welfare Property of the Ministry of Economy and Finance concerning the approval in principal of the utilisation of the building located at 14, Lysikratous Street in Athens, purchased with funds from the “Nikolaos D. Chrysovergis” Bequest,
and
in view of proceeding with the utilisation of the listed building of the Bequest through long-term lease against reconstruction and restoration and in view of ensuring its use as stipulated in the Urban Planning Decree – Government Gazette Issue 1329/Δ/07-10-1993 “Determination of special land uses in the area of Plaka – Athens street plan”, hereby announces a Call for Tender based on the award criterion of the most economically advantageous offer for the utilisation of the building as described in the following table:

Offers shall be submitted/ transmitted in line with the terms of this Invitation to the State Scholarships Foundation premises at the latest by 28/08/2024 at 11:00 and a submission receipt shall be provided upon delivery of the offer.
The time of the submission deadline can be extended for any due cause and, in any case, before the unsealing of the offers. As soon as the offers submission procedure is completed, offers shall be unsealed in the presence of the interested parties, who are welcome to attend the unsealing procedure if they wish so, and the relevant acceptance-unsealing protocol will be drawn up and signed by the representatives of IKY and the interested parties.
As-is condition of the building
Listed building (Government Gazette Issue 427/Volume Β’/05-05-1977) leased in its current condition (“as-is”) in view of becoming operational, further to the execution of the relevant repair, reconstruction and restoration works. Participation in the tender constitutes proof that the lessee has visited the building and that he/she is aware of its as-is condition and existing legal situation and that he/she has no reservation whatsoever on the matter.
The offers of the interested parties should include as a minimum:
- The proposed use of the building and the proposed monthly lease.
- A copy of the identity card of the bidder, in case of natural entities, and a copy of the identity card of the company’s representative, in case of companies, along with a complete series of legalizing documentation concerning the company’s establishment (for example, Government Gazette Issue on the establishment of the company, Establishing Act and any amendments thereof, non-winding up certificate, etc.).
- The architectural proposal for repair, reconstruction and restoration, accompanied by architectural drawings depicting how the building will be utilized on the basis of the development proposal. The cadastral diagram and the plan views of the building floors, the roof terrace and the roofs to be reconfigured can be transmitted to the interested parties by email upon request (proedros@iky.gr).
- A Technical Report – Supplementary Technical Information on the type of the construction works that the lessee will execute to the rented property (e.g. building works, works for the reinstatement of E/M facilities, structural integrity study, etc.)
- The duration of the lease, to become effective from the date of the contract signing, which cannot exceed the period of fifty (50) years.
- A detailed budget per group of works and the overall cost of works.
- g. Time schedule of the building reconstruction works.
- A Participation Letter of Guarantee amounting to 5,000.00€. The initial validity period of the Participation Letter of Guarantee shall be eight (8) months starting from the offers submission deadline. The Letter of Guarantee must be in Greek and must be issued by credit institutions legally operating in Greece. IKY may request bidders to extend the validity period of the Participation Letter of Guarantee prior to its expiry. The Participation Letter of Guarantee becomes payable, if bidders: a) withdraw their offer during the validity period of the Participation Letter of Guarantee, b) submit false data, c) fail to submit in due time the back-up documentation for the conclusion of the contract, as specified in the present Invitation and d) fail to show up in due time for the conclusion of the long-term lease agreement against reconstruction.
- Legalizing data of the company or natural entity, Tax Payer’s Number, telephone number, address, a minimum credit and financial competence of 100,000.00 €, tax and social contribution clearance certificates, penal record.
Legal statement per Law 1599/1986, as currently in force, in which bidders shall state that they:
- have taken cognizance and unreservedly accept the content of this announcement-Invitation to Express Interest.
- strictly adhere to and will continue to adhere to the provisions of the labour law.
- explicitly waive their right to claim compensation against any decision of the State Scholarships Foundation to postpone, cancel or annul the Tender.
- In the event of being appointed as lessees, they shall submit, prior to the conclusion of the Contract, all back-up documentation, certificates, documents or information that IKY may request for the signing of the Contract.
- have visited the building and have been fully advised on its actual and legal situation, which they are under the obligation to examine using all necessary and appropriate means and which they fully and unreservedly accept, given that the decision to lease the building has been made based on their own judgment and on their own responsibility and based on the condition in which the building is found, the applicable framework for its development, the works that need to be performed for ensuring the ultimate intended use by the lessee and the overall cost required for the execution of the above, and that they have taken into account all data indicated above when compiling their technical and financial offer.
- will execute the long-term lease against reconstruction and restoration in line with the terms to be signed and based on their technical and financial offer.
Special terms:
- The building is located in the area of Plaka (zone A2), as specified in the Town Planning Decree – Government Gazette Issue 1329/Δ/07-10-1993 “Definition of special land uses in the area of Plaka – Athens street-plan”.
- The repair-renovation of the building shall be carried out under the exclusive responsibility, at the sole care and expense of the lessee.
- Upon expiry of the lease, the lessee shall be under the obligation to return to IKY the rented property by submitting the relevant protocol, as well as all the facilities, i.e. building and any other facilities that he constructed/executed in line with his offer and his contractual obligations.
4) At the signing of the long-term lease agreement against reconstruction, the highest bidder shall be under the obligation to: a) deposit a lease security equal to three monthly leases (100% of the basic monthly rental fee) to serve as proof of strict compliance with the lease terms and b) submit a Good Performance Letter of Guarantee for the reconstruction of the building within the timeframe foreseen in his offer. The amount of the Good Performance Letter of Guarantee is set to a percentage of 5% of the agreed-upon reconstruction cost, VAT not included. The Letter of Guarantee shall be returned to the lessee upon the delivery-acceptance of the project by IKY.
5) The highest bidder to be appointed as lessee shall proceed at his own care, means, expense and responsibility with the required actions for the issuance and submission of all the permits foreseen and dictated by the legislation for the proposed use (town-planning, etc. permits issued by public or municipal services or authorities), as well as with the execution of all the proposed repair works in line with the provisions of the applicable legislation both at design and supervision stage, and with the award of the project supervision to an independent consulting-engineering firm.
6) Bidders shall be exclusively responsible for consulting, before participating in the tender, legal, financial, technical, accounting consultants and assessors, which must not be related to IKY in any way whatsoever, and request the preparation of an independent assessment for the business risk undertaken through their participation in the tender and the acceptance of the terms of the tender.
7) Upon completion of the reinstatement works, the Acceptance Committee of the Project shall proceed with the qualitative and quantitative acceptance of the project.
8) No one and for any reason whatsoever shall be entitled to be compensated by IKY for any expenses incurred in the framework of his/her participation in the Tender, at any stage thereof, for foregone profits or for cancelation of any rights conferring prospective entitlement if the tender is not awarded or if the tender is cancelled at any stage whatsoever or if the tender results are not approved.
9) The validity period of the offers shall be ten (10) months effective from the offers submission deadline with possibility for renewal further to IKY’s written request.
10) The submitted proposals shall be evaluated in line with the provisions of para. 4, article 42, Law 4182/2013.
11) The Administrative Board of IKY may freely postpone making a decision or decide to cancel the Tender, at any stage. This, however, does not grant bidders the right to claim compensation or reimbursement for expenses for any reason or cause whatsoever.
12) It is clearly specified that by participating in the tender all bidders transfer to IKY all their copyrights, as these ensue from any drawings, studies/designs, proposals, assessments, costing etc. included in the envelope of their offer, without incurring the right to be compensated by IKY, which acquires, in this way, the exclusive and unrestricted right (duration, territory, fields and content) to exploit all the above.
13) Offers shall be transmitted/submitted in a USB stick inside a sealed envelope. Offers shall be written in Greek or in English and shall be accompanied by a cover letter inside the offer envelope. The offer envelope shall bear the following label: “Offer envelope for the Invitation to Express Interest no. 3930/11-04-2024 concerning the long-term lease against reconstruction and restoration of the listed building located at 14, Lysikratous Street – Athens, property of the “Nikolaos D. Chrysovergis Bequest”, managed by IKY”.
